If all your Posts are Public, ...and then you block someone to stop them from making comments, ...can that person still see the public posts?

If they are logged out, yes.

I mean if they are on Facebook and they are logged in! ...can they still see my public posts ...even though I blocked them from the page

Yes, if you have your posts made public that means exactly that - the entire public can see them.
