Water softner is not filling with water ?

I have a 3210 general ionics water softner it is not filling with water at any time. It has a suction an drawing brine if there were any to draw but no brine. I have run the cycles and it seems like it does it all except have the valve open or i have a clog somewhere. pulled screen an orfices all look clean an no debris.
