Is there a way to stop juries from ordering private parties from paying huge damage claims? Tort reform? State level or federal?

@gollum,
I suppose tort reform could do it. State level if you were trying to limit state courts, and federal level if you were trying to limit federal courts.

Why would anyone want to do this though (unless they had done massive harm to people and now didn't want to pay for what they did)?

If someone causes a massive injury to you, suing them might be your only recourse.
