New account for personal profile?

I deactivated my personal facebook several years ago and have been completely inactive with it. Now I want to set up a new account for a personal page, for family and friends. NOT business.
I find that when I log on to facebook, the only environment I can find is a business page setup. Did facebook change to accommodate only businesses now? Is there anyway to get to the environment for setting up a personal page anymore. I've searched using many terms and cannot find anything. It always takes me to www.facebook/business
