My first is found where wild waves are dashing
And thick falls the cool briny spray
My last is seen, where fierce eyes are flashing,
Where fortunes are often thrown away.
Draw your conclusion by spanning my whole,
To what lies below or concealed,
Will often prove as false as the base flatterer's soul
When stubborn facts are revealed.

No you are off track. This is a charade. Where my first is one syllable and my last is another syllable. Together they form a word 'my whole'.
'my last' = ACE
find 'my first' add it to ACE and you have found 'my whole'.
