Brine tank overflows while in by-pass, need help!

Culligan Mark 89 Water softener is set to bypass as the unit keeps overflowing. I assume it was overflowing due to a stuck float valve. Even in bypass mode, while unplugged from power source, the brine tank overflowed again. How is this even possible??
