White powdery substance looks like saw dust on pepper shaker

I have a pepper shaker that has a strange looking substance on it , looks like saw dust. I touch it and it turns to a white powdery substance. I wash it off but it keeps appearing in this strange saw dust texture/ pattern... Any thoughts?

What is the pepper shaker made out of? What is the surface material? Wood, metal, plastic?

A nice clear photo might help. If you can post something to an Internet Photo site and then link it here we can have a look.
