Why are the seeds in Svalbard not freeze-dried?

Reading a lot about lyophilisation these days but being in no way an expert, I was wondering why the seeds in the vault are not freeze-dried? I know it is possible to freeze-dry lots of things, and for instance some bacteria survive for 25 years in a freeze-dried state but why not seed?
Would they not survive?
If they would, would not it increase they viability?
