This is not a US state. Take any of the letters and try them as the first letter of any given state and it doesn't work.

E. g.

Colorado

Kansas
Kentucky
Ohio
Oklahoma
Oregon
Pennsylvania
Rhode Island
South Carolina
South Dakota
Tennessee
Texas

It's a lot more likely to either have nothing to do with America or be a substitution cipher, possibly also scrambled. Maybe even all three of these.
