After all the unnecessary shooting by the police I sure as hell hope they are better trained as when and who they shoot.

Thats a good point . Its why it hasn't been done before this . In Oz we had a major terrorist attack during a Commonwealth Head's conference and the Army was put out on the streets to build confidence...with guns but no ammo, for that very reason .

@raprap,
People accidentally shoot themselves and others in a combat zone all the time . That is why there has been reluctance to allow this to happen before now, even though the attack was rather obvious and predictable .
