Art identification - old etching after van Dyck

I bought this old etching that is made after this painting: http://goo.gl/ZbZL2b
It is written "nach van Dyck" (after van Dyck) and has a signature "E. Joseph".
Does anyone know who is this artist?

@cxvi,
its a stone litho not an etching. tchings and aquatints and mezzotints leave spray or line scrapings on the plate. This was done in a stone cause it looks like a black crayon . AND, another forensic item, the corners are rounded (like a solnhofen stone block)
