I've been trying to add someone for a few days now and whenever I click onto 'Add friend', I'm told that I've 'already sent this person a friend request' but when I refresh the page, the button still says 'Add friend' and the person hasn't seen my request. I've tried blocking and then unblocking but the same thing still happens.

It's probably that person's privacy settings.

But all of my mutual friends can add them, it's just me who can't.

Still their settings (probably). You might not have been put into the same group (by them) as the others. Why not just ask them to send you a friend request?

Are they expecting you to add them? if so, ask them to do the add.
As Jespah said, groups and settings can effect who can add/be added.

Have you looked at the list of sent friend requests and canceled any outstanding requests to the person? If not, do so and then send a new request. FB won't let you stack friend requests to a person. They have to be canceled and then reissued.

Yes, I've looked at this too, each time I try to press 'undo request', it refreshes and tells me to 'Add friend' and then says 'You've already sent this person a friend request' again.

That could be because they deleted the first friend request.
Try sending them a private message and ask them to befriend you.
