@jadecorvera,
They are the one overseeing department functions and managing employees. For this reason, a human resources manager must be well-versed in each of the human resources disciplines – compensation and benefits, training and development, employee relations, and recruitment and selection. Core competencies HR managers have are solid communication skills and decision-making capabilities based on analytical skills and critical thought processes.

@jadecorvera,
HR manager is incharge of planning, directing and coordinating the administrstive function of an organization. They oversee the recruitment,interviewing and hiring new staff; consult with top managenents on strategic planning and most of all Hr manager serves as a link between the organization's management and it's employes.

As for the staff, they support the hr manager by screening, interviewing and testing applicants, notify the staff of opportunities, maintain personal records of new hired, transfer termination traking company benifets programs for each employee.

Actually, HR is there to avoid legal liabilities.

So far as hiring goes, the screen people out. If you want a job, use your internal connections, not HR.

@jadecorvera,
HR Manager is responsible for compensation and benefits, employee relations, employment law, compliance, disciplinary and grievance issues and etc. While the staff basically do the everyday task like timekeeping, updating members records, exam and initial interview, provide orientation to the newly hired members.

@jadecorvera,
It's the people in an organization that carry out many important work activities. Managers and HR professionals have the important job of organizing people so that they can effectively perform these activities. This requires viewing people as human assets, not costs to the organization. Looking at people as assets is part of contemporary human resource management and human capital management.

@jadecorvera,
It's the manager's job to see to it that customer satisfaction is achieved. The manager supervises everyone within the scope of his responsibility, including the staff, and on the other hand, the staff follows the manager's directions and his/her job description.
