They are responsible for job placements except for those appointed personels, hold records of the employees and the whole work force. Basically, responsibilities for the effectiveness of the whole organization is their prime liability.

Manager is absolute decision making on it's own department but with a close coordination of the higher management.
Staff only works for it's specific and other designated task assigned to him by his manager

For this reason, a human resources manager must be well-versed in each of the human resources disciplines – compensation and benefits, training and development, employee relations, and recruitment and selection. Core competencies HR managers have are solid communication skills and decision-making capabilities based on analytical skills and critical thought processes.

The role of the human resource manager in the organization is to oversee the department function and the managing employees. Human resource managers knows all the disciplines that human resource has, like the compensating employees, ang HR managers are responsible for the training and development of the employees.

In an organization there should be a manager and its staff and they are referred to us as Human Resource. They are responsible to the implementation of any project initiated by the organization or any project funded by a private sector. A manager has its task to supervise, monitor, and give immediate solution to problem encountered in the implementation. A staff has its task to workout his/her assignment instructed by his/her direct supervisor or manager. Moreover, these two personnel are very important in an organization to harmonized its respective program of works and to achieve their specific objective and goal.
