Good question. I don't really know, but I might guess that they were worn down by wave action and then buried again under whatever is above them.

I'm really not an expert, but the fine grained texture and colour makes me think they might be schist, a metamorphic state of shale. Looking at how it's sandwiched between two layers of what looks like shale and noting what looks like quartz threaded through it possibly it was metamorphised by proximity to a volcanic vent. I'm guessing the weird shapes are just erosion.

these were found about 20 feet above a ironstone layer in shale

I think you found the earth's mouth and those teeth seriously need scaling. Eww.

I think they are pillow basalts, the last one being typical basalt columns.
