Facebook Messenger problems making calls

I can make and receive calls through Messenger to most of my friends but my boyfriend can not make or receive any calls through the app.
He has a Nokia Windows phone that he brought new in October so it has the Facebook app with Messenger built in. Any advice please? thanks

All I can think of is to try the Nokia forums.
