Evaporation formula

Can a mix of detergent, vegetable oil and water be used to reduce the evaporation from blue clay? I am trying to find a mix that can be added to water to help reduce the speed of evaporation from horseshoe pitching pit blue clay during normal summertime pitching. Hoping to find a mix that is environmentally safe to help retard the evaporation. Thanks
