Ecowater Series 3000 R30 softener - water won't stop draining

System installed in '93. Normal maintenance and fixes until now-won't quit draining off water thru valve system. I have replaced disc/washer set, and checked and cleaned the venturi ass'y. No change in condition... Suggestions?

Check the O-ring on the shaft of the inlet rotor disc. It may be pinched or cut.
Also, possibly weak wave washers.

Wave washer(s) both good-no damage or excess wear from compression; O-rings also intact and not compromised. Disassembled valve ass'y again just to confirm proper ass'y. of components and found no issues. The inlet and outlet discs mate together using a set of interlocked "fingers". Is it possible to have these clocked 180 deg. (incorrectly) and encounter this drain blow-by problem? The drain-off was happening before any replacement of the inlet/outlet disc ass'y. however, so it seems unlikely,but not out of the realm of possibility.
