The moment that the ghost pops up has given me a shivery feeling.
Any correction on this sentence ?

The VERB tenses should be the same:

The moment that the ghost pops up, it gives me a shivery feeling.

The moment that the ghost popped up, it gave me a shivery feeling.

However, you can use a conditional opening clause:
Every time the ghost pops up, it has given me a shivery feeling.
