what could these blue rocks be

they are very dark blue and seem to make up a hematite concrete found this i a 2 foot wide stream like looking path that ended at the cliffs edge
the piece n the image is the size of a penny

looks mostly like a form of chert, which is a softer silica (like quartz). It seems to lie among the ooids and, as such, is quite common.
Its a sign of a fairly high concentration solution in an agitated shallow sea- water medium.
