Softener not giving zero soft water

I had e a refurbished Rainsoft softener put in (just the softener no carbon or RO system). I tested the water with strips and it falls between 1.5 and 3 on the chart...I also tested an outside faucet and it falls between 10 and 15, so it is working, but shouldn't I be getting zero soft water?

Btw, the unit is set for 10 grains of hardness...does that just determine how often it regenerates? Or would bumping the hardness setting help me achieve zero soft water?
