Is this (or any) permanent magnet motor actually work?

I came across this website about the creation of a permanent magnet motor. http://www.japan.com/technology/index.php . The page states, "Minato's motors consume just 20 percent of the power of conventional motors with the same torque and horsepower."
After doing some Google searches, it appears there have been similar claims in the past by others. Can there be any truth to these claims? If these type motors actually can be made to work as effeciently as stated, wouldn't they be in mainstream use?

Violates just about everything I was taught in physics, so my first reaction would be no, it is probably not the break through that is claimed.

Has anyone out there actually evaluated one of these type motors before to see if the claims are accurate?
