Water test soft but is leaving a white residue every where.

Water test soft but leaves a nasty white residue. Have increased rinse and backwash times but still the same problem. Switched out this unit with a new one and same thing. It is a 1044 Water Right unit and the company has not been able to offer a solution for my customer. Any help would be appreciated and hell-o as I am a newbie.
