Black body with blue as a secondary color, found in Texas, and I can only assume it has 6 legs.
It appears it is an American Oil Beetle. They are dull, no wings and slow moving.

Since it seems it's also seen in the DC area you need to pay attention to the disclaimer on the page.

Identifying characteristics include overblown rhetoric, conspiratorial fantasies, and petulant whining. Natural habitat is anywhere there are television cameras. These pests are a nuisance if found in the house, more so if found in the senate. Can be eradicated with resolutions of censure or informed electorates.
