Does a small town of under 15 part time employes fall under AHA?

I am wondering? I live in a small town in Ohio with one part time streets guy, eight part time cops and a fiscal officer. How will this affect us. We are well under fifty employees. Enlighten me please.

@Smart asset,
I am assuming that you are with a company of 15 part time employees. In this case, no, the employer does not have to provide health insurance. Although, this does not necessarily exempt the 15 people working from the requirement to have insurance or pay the tax.
