Can I change the tab position of my Photo tab to a tab that I have created using Woobox

Hello, I have created a tab that I want to be visible without clicking the drop down menu. for some reason the Pencil icon does not appear when I hover over my photo tab. Can I move the tab so that I can out the one i created in its place. (POI - the photo tab thumbnail is not showing a photo it is showing a facebook photo icon) Thanks
