Why do I not get this text popup when messaging a nonfriend on Facebook?

Normally when you go to message a nonfriend there is a text popup at the bottom of the message window saying something like "You are not connected to so-and-so on Facebook, this message will go to his/her Other folder. See More". Then if you click see more it offers you to pay a $1 fee to send it to their inbox. However on my Facebook account this popup doesn't show up when i go to message a non friend, no matter who it is. I created a dummy account and tried messaging a non friend on that account and the popup showed up fine. How do I make the popup appear when I'm using my main account?
