Rainsoft Water softener

I have a rainsoft water softener I have had for about 5 years no problems. I recently moved to tx. It took me about 4 months to find a house. I had a plummer install my water softener.now my wter does not seem very soft if any at all. and I have noticed my the water in my brine tank is far above my salt level. I have taken all the salt out of the brine tank completely took everything apart and cleaned it ensured air would blow through it all. same thing water level is very high. the only difference is that I had well water before and now have city water. any help would be great rainsoft dealer is 140 miles away and is very expensive to get out here.
