Help identify this silly Goose, Part 2.

I checked but without any luck. You never know who might come around with an answer though.

For some reason that stylized sig. looks familiar to me, but I can't quite come up with the name of the artist.

Can anyone explain the symbolism of the blue ribbon or the type of plants/ flowers, or the subjests meaning? I'm interested...

It looks like the stuff wed normally see in "Tole art", which is a decorative , more cartoonish artwork that early decorators would paint on the outer walls of cabinets and casework furniture.
