I heard a lot of people saying reciprocal linking is not good. Reciprocal links or in general exchanging links with other sites is very good but your shuld be careful with whom you are exchanging links. You should also consider finding link partners that are in a similar web trend with your website. For example if you sell toys it's not helpful exchaning links with a web hosting company.

Yes, and you should try to get links on highly-ranked pages. It doesn't do you a lot of good to get linked to on pages that don't have any traction, either.

A common misspelling is "reciprical links".
