What is the best cell phone if I make and receive few calls?

Tracphone is the cheapest way to stay connected if you are a light user.

Yes that is one, there is another one that is becoming very popular called MagicJack.
Virgin Mobile is pretty cheap. Used them for about three years till I switched to a data plan last winter. They use the Sprint network, which hits most population centers, I think, but doesn't cover as widely as Verizon or AT&T. their basic plan then was no contract commitment, $20 overy three months, and you were charged 18 cents a minute for calls, so you got about 37 minutes a month for your $20. (You could pay for more time if you needed it, at the same 18cent rate) I never hit that much, but I was a VERY light user. Their data plan is alsom among the cheapest, if you want to go for the internet too, or youtube videos.
That's in the US. Where are you? Someone above was talking about Oz, but you don't call it a mobile, so you're probably not from there.

I'm pretty sure the OP is in NYC.
I'm satisfied with my trac phone. I can get a year's service and 400 minutes for a few cents under $100.00.
