what is making small holes in the ground by my foundation.

I live in kansas city, Missouri. I have found Circular depressions in ground about an inch to an inch and a half in diameter near foundation of house. The dirt is loose and dry on top. When they are wiped away they return within an hour. Some digging revealed no insects. In some areas small 1/4 in. Black"eggs?" Have been found. I'm not sure if the "eggs" are actually that. They are spongy and do not squish or break open.
