The one that is least intrusive and restrictive for the condition, of course. That still leaves a decision, doesn't it?

I think deciding for a independent living center or assisted living facility depend on a elder him/herself or the family he/she is living with. Or the situation in which they are deciding for living facility. As if they really need and want to live independently at old age home with all assisted living facilities, they should opt for separate old age home.
Determining whether a relative requires an assisted living or independent living facility can be difficult and it all depends on his needs and health.
