Well I'm glad to see you concerning that water on the Moon - is it easily accessible? Some of it is supposed to be liquid already, the rest frozen. And the Moon has some gravity, unlike the space station, so humans won't see their bones crumble to dust as happens after a few months now.
And lots of people involved in space programs (not just Gingrich) are worried sick about our dependence on the Russian heavy lift rockets. The space shuttle program was never very effective, but the space station is vital. What happened to US rockets? I remember the USAF had plenty of heavy lift ones, where are they?
