Cost of Freedom of Information Act Requests

What costs are U.S. government agencies allowed to charge for in answering FOIA requests? I assume the per copy cost of the copying machine. The wages (and benefits) of each of the the employees involved in fulfilling the request for the number of minutes each of them worked on a subject request?
