Can Pakistan's Nukes be Protected?

While watching, yet again, another news story about Pakistan's faltering stability, I began to wonder about Al Qaeda's ultimate goal.

It's becoming increasingly apparent that the ultimate goal is getting control of Pakistan and their nuclear weapons.
We've known this for some time, what I've been wondering about, though, is how complex is their plan. They didn't just think of this yesterday.
How much of their terrorist activities, around the world, are simply diversionary tactics, designed to draw the attention of world powers and steadily increase destabilization of the region.

Are we being out maneuvered by Al Qaeda?

Those nukes can defend themselves... It is people who need the protection...
