Resin dumpng into Salt Tank...

I just fired up a used GE Water Softener and the resin was dumping right into my salt tank as it filled with water. Glad I didn't add the salt yet. Why is the resing dumping into the tank? I didnt' even power it on yet. This is just when I fill the tank with water and it's a mess. Is it broken or did I do somethign wrong?
