I would create a new War Rule.
Those leaders who instigate wars would be required lead their troops into action. And they'd also be required to remain at the front for the duration of the conflict, of course!

I've considered it. Unfortunately, I've grown attached to this one.

I would instigate a worldwide ban on Speedo wearing in public.

If I ruled the world, I’d probably follow in the footsteps of all the great despotic rulers. Maybe I’d start by rounding up all dissenters. Secret police – yeah that’s the ticket! I’d have to prop up my young and precarious regime, until I got a firm strangle-hold on resources. I’d, of course, hold elections to keep some illusion of democracy. But, I’d see to it that any real opposition is sidelined using all the classic techniques. It’s not that I’d intend to be “mean,” it’s just that these things are necessary, because I and I alone know what is best for the whole world.

So, in conclusion, I’d not change anything.

If I ruled the world I would have given the responsibility to another in such a way that that person didn't know he was ruling the world.

It's genious. He would rule in truth, but oblivious to it, and everyone else oblivious to the fact that he's the boss, and I could just spend my time like a clown in the media, like the president of the world, diverting attention from him so he can work in peace.
