I think we could say it's south-ish... not north, anyway. Possibly more central. Centrally south... that is, with a southern aspect, but not, e.g. India.

Santasi... yes, I think that means Three Pagodas in Chinese (or possibly Bai).
The name of the town in China is Dali and you've got the right pagodas all right.
