The only "special location" taquería named La Siberia in Mexico is in Monterrey, and doesn't look like that.
Plus it has an 85 cent sign written. Nothing costs 85 cents of a peso (about 8 American cents).
Ticomaya may well be right, but the place looks crummy, so my bet is also Texas, but Laredo, Texas.

When you see a picture of a city or a landscape, I suppose you get an idea in which part of the world it is.
Then you can follow your intuition, googling images on the subject.
For the one quoted, you can search for "lighthouses".
As for "siberia restaurant". Satt found it by the phone number.

I would not talk about how one plays the game because it is a fun itself to manage to find the way to search a location..
