Can eyeglasses be bought with the purchaser's name on them. In this way, if I lose my glasses they could be returned to me.

Depending on the width of the arms of your glasses, you could have someone engrave your name and phone number into the inside side of the arms.

Any jeweler should have the proper equipment. It's a good idea based on how much glasses cost today. I would not think to look for ID, but maybe you can start a trend

In the old days, you used to be able to go to the police departments locally and borrow their engravers to mark valuables for insurance purposes.

Go to a local jeweler and ask him/her to do the work for you.
