No soft water, salt level not dropping

I have a Morton water softener, model MSD30D. The salt level stopped dropping and the water got hard. The unit seems like it is recharging and there is water going to the drain. I made sure there was no salt bridge and cleaned the nozzle and venturi and flow plug, but still no salt drop and no soft water.
