Rushed Senate helps gas line
ENERGY BILL: Last year's version, with incentives for project, passes.

WASHINGTON -- The Senate, antsy to leave for its August recess, abruptly gave up work Thursday on the energy bill it had been crafting and instead passed the same bill it approved last year.
That's good news for proponents of a pipeline to transport North Slope natural gas to the Lower 48. Last year's bill, adopted in an 84-14 vote Thursday night, included a number of incentives for the pipeline's construction, including $8 billion in loan guarantees, a speedier permitting process and tax credits for the pipeline owners if the price drops below a certain level.
