A Eurostar poster campaign in Belgium features a lookalike of the Queen in a Marilyn Monroe pose.
The advertisements feature the lookalike with her skirt blowing up around her waist as she stands on an air vent.
She is pictured wearing pink stilettos, a pink dress with a blue sash and a tiara in the advert for services from Belgium to London.
Royal expert Brian Hoey said: "It is safe to say the Queen will not be amused. I have never heard of anything like this before. It is rather tasteless and tawdry."
The Daily Express quotes a Buckingham Palace spokeswoman saying they'd leave it to the general public to judge its taste.
Eurostar says the advert has led to an increase of ticket sales on the Belgium to UK route.
Paul Charles, the company's communications director, said: "We're delighted with the new Belgian ad. It shows Eurostar's new edgier, cheekier personality.
"The surge in ticket sales is, in part, due to the huge affection the Belgians have for our Royal family, which is great news for the British tourist industry."

'The Times' said, the royal household had failed to see the funny side.
"I am afraid we don't think it is funny," a Palace official told the newspaper.
