Call me a dick, but your mods are wasting their time suggesting that what they think are "good" topics are in some way superior to the others. Again, 90% of the time, these "featured" threads go weeks and months without response.
Message boards should be organic and dynamic. You cannot "force" a topic to be considered above and beyond others.
They have a function that highlights a favored topic? I'm out of it.
A lot of the topics may be of no interest to you resonate with others who participate. Whether those topics are foolish or not they have every right to post-- freedom of speech and all that rot. Democracy in action, blah, blah. Excessive? Probably, but you have the choice to ignore.
There are a jillion and one other opportunities to have a voice on the Internet besides here.
