When do democracies threaten people with a holocaust?

The holocaust, black slavery, the genocide of native Americans, genocide of Aborigines etcs. are some of the most dark and shameful acts perpetrated by human beings, that is never up for debate, so is it possible for a democracy or its representatives to threaten a people with a holocaust and it is not seen as a offensive?
What can be said of anyone making such remarks?
What response does it merit?

Well, the USA is a "democracy", and it threatens people all over the world. So yes, it is possible.
