Assuming all humans have two legs and all cats have 4 legs.

I mean there's 49 back packs, each with 7 big cats in them - which means most of them would have to be completely legless to have only 28 legs between them.

Lucky cats, wish I was legless.

lol well just as an honest taxman would correct a "mistake" *cough* Laughing .........
7 (girls) * 2 (girls legs) = 14 Girls legs (A)

if one girl has 7 back packs then 7 girls have 49 backpacks.. 49(backpacks) *7 (big cats) = 343 big cats in total *4 (their legs) = 1372 big cats legs (B)

343 (Big cats) * 7 (little cats) = 2401 little cats in total.. *4 (little cats legs) = 9604 (little cats legs) (C)

(A)+(B)+(C)= 10990

You'll note in my original reply that I also added two legs for the bus driver.

As I was going to St. Ives I met a man with seven wives,
Each wife had seven sacks, each sack had seven cats,
Each cat had seven kits: kits, cats, sacks and wives,
How many were going to St. Ives?

I still don't think that just coz he met them that were necessarily walking in the opposite direction. When you're walking and overtake someone you will often say hello - trust me I did it hundreds of times on the Camino de Santiago. http://thump01.pbase.com/t6/16/514516/4/81623286.q6A5Wq3Q.jpg
