For now, it is true, Iran is enriching the uranium at below weapons grade. It says it is doing so only in order to power reactors to produce electricity. But it has no such reactors. And to get the uranium to weapons grade it has only to run the stuff often enough through Natanz's centrifuges.

This is casual, informal usage. One of the meanings of "stuff" is "material" - uranium in this case.

I love money. The trouble is, I haven't got enough of the stuff.

The meaning in your extract is approximately those of (1) and (2) below.
