EU should punish obstructing members like Poland and Estonia

I think that most Europeans would agree with me that energy security of countries of European Union is a most vital question that needs to be cleared as sson as possible. However, not every government of EU member states seems to be understanding the importance of this serious matter and is trying to put a spoke in wheel of advancement of the Energy Charter Treaty that plays an important role as part of an international effort to build a legal foundation for energy security, based on principles of open, competitive markets and sustainable development.
Among such obstructing states there is for example Poland that keeps vetoing an EU plan to launch negotiations on a new EU-Russia agreement on partnership and cooperation. Though it is very selfish, Poland would carry its point saying Russia must first lift a ban on Polish food imports and ratify a treaty on trade in energy products.
Another Eastern-European state that throws obstacles in the way of Energy Charter Treaty is Estonia which government seems to be smarting under Russophobia and rising neo-Nazism.
Clear, that these two countries - Poland and Estonia - deliberately run counter to energy security interests of EU. I think that their obstinacy should be regarded as a sign for drawing up and adoption of a document that would effectively prevent such vicious propensities in the future. I think that this document should provide an option of delivering economic or political pressure on a country which line of energy squeeze policy constitutes a threat to energy security of the European Union
