Ms. Spellings urged the group to examine access, affordability and accountability, to determine whether colleges were turning out students qualified to compete in the global economy. The answer in too many cases, the panel said, is that they are not.
1 Access: enrolment of students by universities;
2 Affordability: capacity to pay for one's college education
3 Accountability: Universities are accountable for students' success
Do I understand these abstract terms correctly?
Access here means that the courses offered are accessible to all types of student regardless of ethnic or financial background, age etc.
Affordability would mean that the courses are cheap enough for the would-be students to be able to afford them.
